The Planning Commission serves as an advisory body to the City Council in order to promote orderly physical development; addresses identification and preservation of historical buildings and places and archaeologically significant areas; considers garbage, sewage treatment and solid waste disposal; analyzes flood protection; prepares and recommends regulations, amendments, extensions, or additions to regulations or plans for physical development; reviews and makes recommendations, holds public hearings and establishes regulations and standards regarding plats, plans for subdivisions, or dedications of land situated within the boundaries of the City or proposed for annexation to the City.

This Commission meets regularly the fourth Wednesday of each month at 7:00 p.m. in the Council Chamber, with the possibility of a workshop session scheduled the second Wednesday of each month. Special meetings are scheduled as needed. The regular meetings are televised live on Richland’s Cable Channel 13.
