The City's Energy Conservation Program offers rebates to encourage our utility customers to purchase the following energy efficient appliances:
Refrigerators Clothes Washers Water Heaters
PROGRAM STANDARDS
- Must be a City of Richland electric utility customer. Eligible clothes washers and refrigerators must be Energy Star® rated, and all eligible appliances and water heaters must be installed within the Richland Energy Services service area.
- Eligible clothes washers must be supplied by an electric water heater.
- Qualifying Energy Star® models may be found at www.energystar.gov.
- A completed rebate application must be submitted to the City of Richland within 90 days of the date of purchase.
- Customer must provide the City of Richland with a copy of their receipt indicating qualifying brand name and model number. Retailer’s inventory numbers cannot be accepted.
- Although not required, it is helpful if a copy of the yellow energy guide card is also submitted as this provides documentation verifying if an appliance is a qualified Energy Star appliance.

FREQUENTLY ASKED QUESTIONS
- What is MEF?
Clothes washer efficiency is rated according to a Modified Energy Factor (MEF), the higher the MEF, the more efficient the appliance. The MEF not only indicates the amount of electricity used by the washer, but also takes into account the dryer energy required to remove the remaining moisture content. Energy Star®-qualified models must have a minimum MEF of 1.72. Click here for Water Heater Energy Factors by manufacturer and model. - Where can customers obtain a rebate application?
Rebate applications are available at Richland City Hall located at 505 Swift Boulevard or Richland Energy Services located at 840 Northgate Drive. - How can a customer receive their rebate?
Within 90 days of purchase, provide all the requested information on the rebate application, sign and date the application, and return the rebate application along with a copy of the sales receipt showing the date of purchase, brand name and model number of each qualifying appliance to Richland Energy Services at the following address.

- How soon can a customer expect to receive the rebate?
The rebate check will be mailed to the address on the rebate application within 2-3 weeks of receipt of the completed application and sales receipt.
