    The Single-Family Homeowner Rehabilitation Program provides assistance to qualified low to moderate-income, owner-occupants of substandard single-family dwellings.  Program priorities are to correct housing code violations, preventative maintenance, increase energy efficiency and improve the general livability of the home. 

    The program terms are:
    r
    Deferred (no payment) and direct (month payment) loans (terms dependent on income)
    r
    $20,000 maximum loan
    r
    All deficiencies are to be corrected

    In addition to the owner-occupied program, the City also offer the Emergency Rehabilitation and Weatherization programs. 

    Emergency Rehabilitation

    The Emergency Rehabilitation Program addresses items that pose an immediate life-threatening danger, such as a lack of water due to failed plumbing or lack of heat in winter. Income and property eligibility is the same as for the Owner-Occupied Program.

    The program terms are:
    r Deferred and Direct loans (terms dependent on income)
    r
    Life/Safety repairs only

    Weatherization Program
    The Weatherization Program is designed to increase the energy efficiency of a home by adding things like insulation, weather-stripping and caulk. Income and property eligibility is the same as for the Owner-Occupied Program.

    The program terms are:
    r Deferred and Direct loans (terms dependent on income)
    r Energy efficiency improvements only

    Eligible applicant(s) must have income at or below 80% median income, as established by The U.S. Department of Housing and Urban Development (HUD).  Assistance will be in the form of a 0% or a low-interest loan, using the property as collateral.  Funds will be recaptured by payment, upon the sale, transfer or refinance of the home for use by future owner-occupants.  Please read the guidelines/application packet for additional requirements to participate in this program.  Funding is limited for this program and will be made available to any eligible borrower(s) on a first come, first serve basis.
