The new utility billing system is now implemented. Beginning the week of May 18, 2009, you will receive your new utility bills.

NOTICE: Richland City Council has authorized the disbursement of an electric credit based on consumption for all City electric customers. The credit will be $0.00442 per kWh used. The refund is to be given over an approximate twelve month time period commencing with the start of the new Utility Billing System the City is currently implementing. It was anticipated that implementation of the new system would be complete in April. Unfortunately due to delays by the software vendor implementation has been delayed. We are awaiting a firm schedule from the vendor for a specific implementation date. It is anticipated the project will be completed within the month of May. The credit will commence when the utility billing system is fully implemented and will continue for twelve months or until the entire amount of the $3.66 million credit has been disbursed. We appreciate your patience, completion of the implementation is our highest priority.
Richland is a full service city providing many utility services. The City combines charges for those services on one convenient monthly bill for:
- Electricity
- Water
- Sewer
- Garbage
- Stormwater (as appropriate for each property)
- Street Utility (as appropriate for each property)
- Rental lighting/security lighting
- Ambulance
