Central Business District
The redevelopment and revitalization of Richland's Central Business District has been one of the city's top priorities over the past twenty years. In 1993 the city council adopted a vision for the downtown as being a bustling central business district with a vibrant and diversified economy that boasts of beautifully landscaped streets and bicycle trails linking all of Richland's neighborhoods by the year 2013.

The list of plans and projects below is a compilation of the city's efforts over the past twenty years to promote and encourage the redevelopment and revitalization of the Central Business District:

2011: CITY of RICHLAND - CENTRAL BUSINESS DISTRICT SUMMARY

A summary of city council strategies, goals and priorities for the Central Business District since 2001, along with an outline of CBD plans, projects and activities.
John Dam Plaza Master Plan  2011: CITY of RICHLAND - JOHN DAM PLAZA MASTER PLAN

Primary features of this master plan include a central water fountain, vendor spaces, arts and crafts, amphitheater at the Knight Street entrance, and a water fountain at the George Washington Way entrance.
       
 Swift Corridor and Civic Center Study





2011: SWIFT CORRIDOR and CIVIC CENTER STUDY

The intent of this study is to establish urban design and implementation strategies for phases of redevelopment of the Swift Corridor by analyzing several "opportunity sites" that offer public/private partnership opportunities.
 Gateway Design Report





2011: GATEWAY DESIGN REPORT

This report provides design strategies for eighteen gateways in around the city which draw inspiration from the social, cultural, commercial and physical fabric of the city and surrounding regions.
       
 Parking Study




2011: DRAFT RICHLAND CENTRAL BUSINESS DISTRICT and KADLEC REGIONAL MEDICAL CENTER PARKING STUDY

This draft study reviews the current state of parking in Richland's Central Business District and Kadlec's medical campus and provides strategies to address future parking needs.
 CBD Urban Design Standards




2009: CBD URBAN DESIGN STANDARDS

The CBD Urban Design Standards were one of the primary recommendations of the Barney & Worth Urban Design Plan. The design standards were crafted to reshape the downtown in a more pedestrian-friendly, urban pattern of development through revised building setbacks, structural design, landscaping, and flexible parking standards.
       
 Good Neighbor Next Door Program
2009: U.S. HOUSING and URBAN DEVELOPMENT

Through the adopted 2010-2014 Consolidated Development and Affordable Housing Plan, the city is engaged in increasing housing opportunities throughout the city.
 Barney and Worth 2005: BARNEY and WORTH RICHLAND CBD URBAN DESIGN STUDY

The Richland CBD Urban Design Studu provides a framework intended to guide Richland's actions in supporting and promoting employment growth and development.
       
 ARC City Hall and Civic Campus 2003: RICHLAND CITY HALL and CIVIC CAMPUS: ARC ARCHITECTS

A design and feasibility study analyzing the development potential of the City Hall Campus to meet long-term City Hall needs, and the current and future needs for all City Hall divisions.
 Creating a Civic Heart 2003: CREATING A CIVIC HEART

A report by the U.S. General Services Administration highlighting the short-term actions that can be integrated into the City of Richland's strategic plans for economic development in bringing about low-cost/highly visible improvements to the public spaces around Richland's federal buildings and the larger government district.
       
 Hyett Palma Report 1998: HYETT/PALMA - RICHLAND CENTRAL BUSINESS DISTRICT ECONOMIC ENHANCEMENT STRATEGY

A 1998 market analysis used to develop an econcomic enhancement strategy to further strengthen the CBD and to guide its future development.
 Robert Perron Report 1992: ROBERT PERRON STUDY - FINAL DESIGN REPORT

The final report on the conceptual design for City Entry Signs and Landscaping, Streetscape Master Plan, Parkway Street Master Plan, and Uptown Shopping Center Master Plan.
