Licenses & Taxes
The City of Richland's current sales tax rate is 8.3%.
All dogs and cats seven months old and older must be licensed if they reside in the city more than 30 days. Animal owners must show proof of their pets' rabies vaccinations and proof of pets' alterations to qualify for discounted rates. Licenses are available at City Hall; renewal notices are mailed each year. Licenses must be renewed by the last day of the expiration date. Low-income seniors may be eligible for a discount. Building Permits and Inspections
The City requires a building permit of any person, firm or corporation desiring to construct, erect, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure. Please check with the Planning and Development Services Division at (509) 942-7794 regarding permit applications and fees.
The city must issue a certificate of occupancy before utility service can be extended to a building. You must apply for water, sewer and electrical service for a new residence or business at the same time you obtain a building permit. You must pay all associated fees before the city will install a water meter.
Business Licensing Service
If you are a business with a physical presence in Richland or plan to conduct business within Richland city limits, you will need to register your business with the city and state. The City of Richland and State of Washington Business Licensing Service
are involved in a combined licensing one-stop system that allows you to obtain state and city licenses at the same time. You will receive a master license from the state, showing both your city and state business licenses.

. The fee for your Richland license is $40, which includes the fee cost for two full-time equivalent workers (whether owners or employees), plus $12 for each additional full-time equivalent employee. File your application and addendum online using your MasterCard, Visa or American Express credit card. Applications are usually processed within 48 hours. You may also complete the application and the addendum and mail them with the appropriate fee (check or money order made payable to the Washington State Treasurer) to:

You will receive your master licenses with the City of Richland endorsement four to six weeks after you submit your completed application and appropriate payment.
- Yard Sale Permits / Licensing: The City of Richland does not require a permit or license for yard sales.
- Temporary Business Licenses: These are issued in Richland for temporary activities such as trade shows, promotional events, itinerant merchants and solicitors.
