Badger Mountain Subarea Plan
Badger Mountain South, a master-planned community of 1,480 acres, is intended to develop with 5,000 homes, businesses and other community activities. The Badger Mountain South Land Use Development Regulations are intended to (1) implement the land use elements of the Badger Moutain South Master Agreement approved by the City Council on December 7, 2010, and (2) realize the goals and objectives which apply specifically to Badger Mountain South of the Badger Mountain Subarea Plan, adopted by the City Council on September 7, 2010.

LATEST ACTIVITIES [as of December 2011]: City Council approved a long plat of a portion of West Vineyard for the development of 156 residential lots.

BADGER MOUNTAIN SOUTH LAND USE DEVELOPMENT REGULATIONS

SECTION 1: INTRODUCTION
Introduces the Intent, Purpose and Applicability of the Land Use Development Regulations, and details the regulating plan and districts, the land uses, the Badger Mountain South Master Agreement Consistency Determination, and the submittal review process for land development.

SECTION 2: URBAN FORM DISTRICTS, LAND USES AND BUILDING TYPES
Identifies Urban Form Districts, allowed land uses and associated building types for all properties with the Badger Mountain South Community.

SECTION 3: URBAN FORM STANDRDS FOR DISTRICTS (OTHER THAN SPECIAL DISTRICTS)
Identifies the Urban Form Standards for Districts within the Badger Mountain South Community (other than Special Districts) pertaining to building placement, building profile and type, and parking.

SECTION 4: SPECIAL DISTRICT STANDARDS
Identifies the Special District development standards related to pedestrian connectivity, service areas, height limits, exterior lighting and landscaping.

SECTION 5: CIVIC SPACE STANDARDS
Describes the regulations for the civic open space throughout the Badger Mountain South Community related to location, size, landscaping and required amenities.

SECTION 6: STREET STANDARDS
Describes regulations for street layout and circulation concerning widths, edge type and curb radius.

SECTION 7: BLOCK STANDARDS AND PROJECT TARGETS
This section establishes the framework for creating the pedestrian-scaled, walk-able community of Badger Mountain South. This section outlines the process for using Block Standards to subdivide land, and provides Illustrative Neighborhood Plans and Density Targets to ensure attainment of community goals.

SECTION 8: BUILDING TYPE STANDARDS
Identifies the design standards for each of the building types allowed within the Districts that make up Badger Mountain South, regarding streetscapes, lot sizes, access, building size and massing, and frontage, landscaping, sustainability, site improvement, parking and accessory units.

SECTION 9: FRONTAGE TYPE STANDARDS
Identifies design standards for the frontage types permitted in each district pertaining to placement of buildings, windows and door coverage of façade, and design elements.

SECTION10: RESERVED

SECTION 11: LANDSCAPE STANDARDS
Describes the landscape guidelines and outlines guiding principles related to overall orientation for all landscape applicants, common standards, District-specific standards, and an extensive plant list suitable in a variety of situations.

SECTION 12: BLOCK STANDARDS AND PROJECT TARGETS
This section describes regulations for Sustainability throughout the Badger Mountain South community pertaining to the long-term social and environmental health of the community. Sustainability standards relate to compact design, mix of uses, connectivity, walk-ability, housing choice and transportation choice.

SECTION 13: SITE IMPROVEMENT STANDARDS
Describes regulations for the site improvements in relation to fencing, signage, site furnishings and landscapes, and common parking standards.

SECTION 14: GLOSSARY
Provides definitions of terms and phrases used in the Land Use Development Regulations that are technical or specialized, or that may not reflect common usage.
