Project Goal
In 2003 the Uptown businesses submitted a petition to the City of Richland to form a Business Improvement District (BID). This Uptown BID is an opportunity for the business owners to form their own self assessment district to make improvements to the Uptown area.

Activities
In July of 2003 the Richland City Council approved an ordinance to allow the formation of the Uptown BID. The proposed activities include, but are not limited to: 

• Administration
• Beautification of common areas
• Marketing
• Security 

This Uptown BID is an opportunity for the business owners to form their own self assessment district to make improvements to the Uptown area.
