In the average Richland home, space heating accounts for 35% of annual electrical consumption. Energy efficiency measures primarily reduce the amount of energy used for space heating. Additional savings may also be realized during the cooling season. In addition to saving electrical energy and money, many owners comment that their homes are more comfortable, less drafty, quieter and cleaner. A low-interest loan is available to assist Richland Energy Services customers with these items.

Participation Guidelines
  • Step 1 - Review the Loan Terms and Fees and the Service Requirements before completing and submitting the Loan Application to the Business Services office at 840 Northgate Dr (MS-21), PO Box 190, Richland, WA 99352. Staff will respond to your application within 72 hours. If a credit or title report is required, city staff will contact you before incurring the additional fees.
  • Step 2 - Contact authorized contractors to obtain proposals. Inform them that you will be applying for a loan through the City of Richland.
  • Step 3 - Send the contractor proposal of your choice to the Business Services office. After staff has reviewed your proposal, you will be contacted to schedule your loan closing where a city representative will review the contractor’s proposal and loan documents with you.
  • Step 4 - After the work is completed and inspected, you will receive a monthly bill. We can help you set up automatic loan payments through our confidential autopay request form.
