The Affordable Homebuyer Assistance Program (HAP) was developed to provide homeownership opportunities for low to moderate income, first-time homebuyer(s).  HAP makes ownership of existing single family housing in Richland more affordable by reducing the cash needed to purchase the home and by reducing monthly mortgage payments and assist in the preservation of the City’s older neighborhoods. 


To qualify for either of these programs the borrower: (1) must be a first-time homebuyer, (2) have gross household income equal to or less than 80% of area median income as established annually by the U.S. Department of Housing and Urban Development (HUD), (3) demonstrate a financial need for the assistance (4) provide a small amount towards the purchase of the home, (5) complete an approved homebuyer education class prior to funding, and (6) use the property as their primary residence throughout the life of the loan.

Consumer Credit Counseling Services of the Tri-Cities is an approved housing counseling agency in our area.  Contact (509)737-1973 to learn about upcoming class dates and times and to reserve your seat.  They are located at 401 N. Morain Street in Kennewick.

The property selected by the borrower must meet the following program qualifications: (1) located within Richland City limits, (2) purchase price may not exceed the 203(b) limit for the area, (3) meet the definition of single family housing, (4) pass a Housing Quality Standard (HQS) inspection, (5) have clear title.

Under HAP the City currently offers the Down Payment Assistance or the Infill Homeownership Gap Assistance.   These programs can not be combined.

Limited funds are available for each of these programs and funding could change at any time.  Applicants are assisted on a first come, first serve basis.
