Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

Building department and planning applications, including plan submittals, will be accepted electronically. Contact 509-942-7794 or for more information. 

Updating Auto Pay using a checking or savings routing and account number is now available! Using a checking/savings account prevents the need to call and update account information if a card is expired or compromised. 

Auto Pay may be updated online at or through our update auto pay e-form.


Due to technical difficulties, we are unable to update auto pay using a visa or master card at this time. Please check back with us on or after July 13th if you are wishing to use a visa or master card. 


In the coming month, the City of Richland will be transitioning to a new payment processor. This transition will be effective June 29, 2020. An insert with this information has also been included with your June utility statement. This software will allow for increased functionality for citizens in terms of making utility payments on-line while permitting payments via your checking or savings routing and account number (e-check) and Visa/Master cards. In addition, beginning June 29, 2020, we can no longer process debit or credit card payments in excess of $1,000. Transactions over $1,000 will require payment by cash, check or e-check.


Security of your financial information is of great priority. Due to differences in the system’s encryption methods, credit/debit card information stored for auto pay purposes cannot be transferred to the new system. Therefore, all customers must re-enroll in Auto Pay on or after June 29th, 2020.

Please note: any auto pay changes made prior to June 29th, will not transfer to the new system.

For statements issued in June 2020:

  • If your auto pay is scheduled to pull on or before June 26th, your payment will pull as scheduled.
  • If your auto pay is scheduled to pull on or after June 27th, your payment will not pull and manual payment will need to be made for your June statement.

Manual payments can be made online, over the phone, or at our payment drop box, located in the west side of the City Hall parking lot.


All auto pay plans will be terminated effective June 27, 2020. To continue with auto pay, you must re-enroll, which may be done online at by logging and selecting enroll in auto pay or over the phone with Customer Service at (509)942-1104.
