Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line www.ci.richland.wa.us/myutilities, by emailing customerservice@ci.richland.wa.us or by calling (509) 942-1104.

Building department and planning applications, including plan submittals, will be accepted electronically. Contact 509-942-7794 or permittech@ci.richland.wa.us for more information. 

The City of Richland Customer Service office location at 625 Swift Blvd. is currently closed to the public. Any licensing, utility account maintenance and all City of Richland payments may be handled over the phone or through e-mail. Please visit www.ci.richland.wa.us/myutilities for utility account e-forms, including starting and stopping utility service.

You may continue to drop off payments in our payment drop box in the west parking lot of City Hall (all payments must have account number or payment voucher attached).

Online and telephone payments are still available. To discuss payment arrangement options, please contact us at your earliest convenience.

Non-utility payments can be made one of the following ways:

  • Through your financial institutions bill payer
  • Mailing a check with paystub and applicable documentation to Customer Service
  • Dropping a payment in our payment drop box
  • At the Customer Service office located at City Hall
