Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

Low Income Services

The following is required when applying for Low Income Services:

 Please take one of the following documents from each category below to your appointment with BFCAC for income verification:


  • Proof of Income:
    • A copy of a bank statement showing a direct deposit or a Social Security or pension benefit;
    • A Social Security Benefit or Award Letter; or
    • A copy of a Social Security check
  • Proof of Identification and Age:
    • Valid State issued ID; or
    • Valid State issued Driver's License
  • Proof of Address:
    • Valid State issued ID or Driver's License; or
    • Most recent City of Richland Utility Bill

Please return the completed, income verified application along with the supporting documentation listed above to the City of Richland Customer Service office.

Additional Resources

The Low Income Home Energy Assistance Program (LIHEAP) or Benton Franklin Community Action Committee LIHEAP is a winter heating program generally available between the months of January through June. Appointments are scheduled based on a random drawing.
