Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

Building department and planning applications, including plan submittals, will be accepted electronically. Contact 509-942-7794 or for more information. 

 The City Clerk’s Office is central to government transparency and strives to instill public confidence by demonstrating the highest standards of integrity in management of the public record. The City Clerk position is established by the Richland City Charter.

The Administrative Function

The City Clerk prepares agendas and keeps minutes of all City Council meetings, maintains official records and documents, publishes legal notices and public meeting notices, serves as custodian of the city seal, certifies all ordinances and resolutions, and performs other duties required by law or at the direction of Richland City Council. The City Clerk also prepares proclamations to be delivered by the mayor or another designated member of the Richland City Council during open public meetings. 

Boards, Commissions & Committees

The City Clerk coordinates the recruitment effort for the City’s various boards, commissions and committees. Focused recruitment occurs twice a year (March and September). Richland's various boards, commissions and committees serve the City in numerous different ways, to include rendering advice to City Council, deciding appeals or civil violations, reviewing and making recommendations on land use and other related regulations, and taking public testimony on the City's behalf. Most appointments to the City's boards, commissions and committees are made by the Richland City Council. 

Claims for Damage

The City Clerk is the registered agent for the City. Therefore, claims for damage are served on the City Clerk and processed by the City Clerk’s Office in connection with the City’s Risk & Safety Program Administrator.
