The City of Richland Public Works Department has applied for a Shoreline Special Use Permit to construct the Duportail Bridge Project. A copy of the application materials (document #1) and environmental review documents can be viewed through the links below.
Note that the original bridge design was reviewed through the National Environmental Policy Act (NEPA) process in 2013. The environmental assessment completed at that time (document #2) resulted in the issuance of a Finding of No Significant Impact (FONSI). Minor modifications to the bridge design resulted in a re-evaluation of the project in 2017 and a confirmation of the original FONSI (see document #3). Document #’s 4-15 were prepared in 2017 to evaluate specific impacts of the design changes. Finally documents #’s 15 and 16 are the City’s adoption of the NEPA environmental documents and the City’s determination under the State Environmental Policy Act (SEPA) that the project will not result in significant adverse environmental impacts.
A public hearing on the Shoreline Special Use permit will be conducted by the Richland Hearing Examiner on Thursday, July 27, 2017 beginning at 6:00 p.m. in the City Council Chambers at 505 Swift Boulevard.
