NOTICE OF APPLICATION, PUBLIC HEARING &
DETERMINATION OF NON-SIGNIFICANCE
Notice is hereby given that the City of Richland Public Works Department has submitted an application for a Shoreline Special Use Permit to: construct a new four lane bridge with independent bicycle lanes and sidewalks across the Yakima River; extend Tanglewood Drive eastward approximately 700 feet east and 1,700 west of Duportail Street; install a traffic signal at the intersection of Duportail Street and Tanglewood Drive; upgrade of the intersection of Duportail Street and SR 240; construct a new access road to connect Shoreline Village apartment complex and Desert Streams Bible Church to Tanglewood Drive; construct three water mains attached to bridge; remove and replace a steel irrigation flume; construct a sound wall along Duportail Street fronting The Hills Mobile Home Park; reconfigure a parking lot for an existing boat launch and designation of a single nature trail and restoration of disturbed areas with native vegetation.
A public hearing on the Shoreline Substantial Development Permit will be held before the Hearing Examiner on July 27, 2017 at 6:00 p.m. in the Council Chambers, 505 Swift Blvd., Richland WA 99352.
Notice is finally given that the City of Richland on June 15, 2017 issued a Determination of Non-Significance (DNS), SEPA File No. EA2017-07 for the shoreline development application. The City of Richland has determined that this proposal does not have a probable significant adverse impact on the environment. This decision was made after adoption of a NEPA environmental assessment and other information on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340; the lead agency will not act on this proposal for 30 days from the date of legal notice publication.

Notice is hereby given that Dennis Sawby Construction, LLC has submitted an application to rezone a five acre site, known as the Plat of Sunshine Ridge, which is located at the northern terminus of Sunshine Ridge Road, north of and adjacent to the plat of Reata Ridge, from Badger Mountain South to R-1-10 Single Family Residential.

Notice is hereby given that Randy and Abbey Aust and Kevin and Karen Tucker have petitioned the City of Richland to annex a 13.2 acre parcel into the City of Richland. This property is located at the eastern terminus of Jericho Road, south of Columbia Park Trail.
A public hearing on the proposed annexation will be held before the Richland City Council on Tuesday, July 18, 2017, beginning at 7:30 p.m. in the Council Chambers, 505 Swift Blvd., Richland WA 99352. All interested persons are welcome to attend and provide comments on the proposal.
