The purpose of the HOME Program 24 CFR, Part 92 is to provide decent affordable housing to lower income households, expand the capacity of nonprofit housing agencies, strengthen state and local government coordination to provide housing, and leverage private sector participation.

The HOME Program was created by the National Affordable Housing Act of 1990 (NAHA), and has been amended periodically by subsequent legislation. 

The purpose of the HOME Program 24 CFR, Part 92 is to provide decent affordable housing to lower income households, expand the capacity of nonprofit housing agencies, strengthen state and local government coordination to provide housing, and leverage private sector participation. 

The cities of Kennewick, Pasco and Richland, as contiguous units of general government, were authorized by the U.S. Department of Housing and Urban Development (HUD) to form a consortium beginning in fiscal year 1996. The HOME Consortium provides a way for the three cities to work together to address local and regional housing issues. As a consortium, the three cities receive HOME funds every year for a down payment assistance program. The funds are distributed as follows:

  • 10% reserved for administration of the HOME Program by the City of Richland.
  • Minimum of 15% to be used by a Community Housing Development Organization (CHDO).
  • Balance distributed equally between the three cities. 

The City of Richland, as the lead entity, assumes overall responsibility for ensuring that the consortium’s HOME program is carried out in compliance with CFR 24, Part 92, including requirements concerning the Tri-Cities Consolidated Plan. The Consolidated Plan will serve as the primary management tool for administering the Tri-Cities HOME Consortium Programs. 

CHDO funding allocated to a project will be based on community impact, developer capacity, project feasibility and readiness to proceed. Members will aim to rotate the location of CHDO projects when possible.
