Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

An emergency repair loan may be offered to pay for construction work to correct items that are determined to be of an immediate nature. The Emergency Repair Program can currently assist eligible homeowners with urgent repairs related to furnaces, water heaters, roofs, egress, minor ADA, electrical or sewer issues. 

This program offers funding for urgent repairs up to $5,000 to low income owner-occupied households within Richland city limits. Emergency repair loans shall be in the form of a deferred, no interest property lien that will be due and payable once the property is sold, refinanced or the owner does not occupy the property as their primary residence.
