IMPORTANT NOTICE:

The City of Richland will delay opening offices and facilities until 10 a.m. on Thursday, March 30, 2017, for an annual all-employee meeting. Richland City Hall, Administrative Annex, Development Services Building, Richland Community Center, Fire and Police Offices, Human Resources, Shops Facilities, Water and Wastewater Treatment Plants, and Horn Rapids Landfill are all affected. The Richland Public Library will open at its regularly scheduled time of 9:30 a.m.

Police, fire and emergency services personnel will continue to respond to emergency calls.

WA State Production Incentive - Investment Cost Recovery (ICR)

Update - May 19, 2016: We have completed our cost recovery program assessment and have suspended the program to new customers. This is necessary so that we don’t exceed the maximum utility tax credit the State allows electric utilities to claim to offset the cost recovery incentives provided to customers.

Net Metering Benefits

An advantage of generating solar energy is the reduction of power you purchase from your local electric utility. In order to put excess power generated into the City's power grid, customers must complete a Renewable Energy Application and the City must approve the design and metering system. There is no charge for net metering.

Application

Renewable Energy Application & Instructions -- The City will install net meters only; no production meters. Renewable Energy Investment Cost Recovery (ICR) incentives have been suspended for new solar projects.

Low-Interest Solar Loans

The City offers low-interest loans to promote use of solar power. The loan period is up to 10 years for up to $5,000 per installed kW, not to exceed $15,000. The customer must agree to maintain the system and allow the City to claim the environmental benefits. Download a loan application.
