Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

Tree Removal and Replacement

Richland’s Tree Replacement Program offers discount certificates to residents who have qualifying trees that are growing into power lines and need to be removed. A certified arborist will review the suspect tree with the homeowner. If the tree qualifies, the city will schedule the tree for removal and remove the tree, then a certificate to a local nursery, ranging in value from $40 to $120, is presented to the homeowner to offset the cost of a new “power-line friendly” replacement tree.
