Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line www.ci.richland.wa.us/myutilities, by emailing customerservice@ci.richland.wa.us or by calling (509) 942-1104.

Building department and planning applications, including plan submittals, will be accepted electronically. Contact 509-942-7794 or permittech@ci.richland.wa.us for more information. 

Lorayne J Water System Conversion Project

Project Description: This project will construct a new City water system to the Lorayne J residents, and convert the existing system into a KID-operated irrigation system.

Background: The Kennewick Irrigation District (KID) owns and operates a small domestic water system called the Lorayne J Water System, located in south Richland between Reata Road and Leslie Road. The City of Richland has been providing water to the system through an intertie. In 2019, KID and the City executed an agreement detailing plans for the City to take ownership of the water system upon completion of this project.

Time frame: Construction is scheduled to begin early May and continue through the summer months.

Additional Information: During construction, water outages will be required, especially during the first week when new valves are installed on the existing system, which will help facilitate construction and minimize additional water outages.  Other minor water outages will be required when the water services are connected to the new residential lines.
