Richland City Hall is closed to the public until further notice. Residents can place utility payments in the drop box located on the southwest side of the building. Payments and requests for service can also be made on-line, by emailing or by calling (509) 942-1104.

Building department and planning applications, including plan submittals, will be accepted electronically. Contact 509-942-7794 or for more information.

    The Horn Rapids Landfill remains open 8 a.m. - 4 p.m. Monday through Sunday for essential self-disposal needs.

    The Horn Rapids Landfill is located at 3102 Twin Bridges Road in Richland.

    Garbage Truck at LandfillLandfill hours are 8 a.m. to 4 p.m. Monday through Sunday, March - October, and Monday through Saturday, November - February.  The Landfill is closed on all City-observed holidays and Easter.   

    Richland residents may dispose of self-hauled waste at the resident rate with proof of current Richland refuse service. Residents must be present, bring their current utility bill and identification to receive the resident rate. Exceptions require prior approval from the Solid Waste Manager, who can be reached at (509) 942-7700. All other customers will be charged in accordance with current published rates.

    Material Accepted:

    In addition to garbage and yard waste, the following materials are accepted at the Horn Rapids Landfill:

    • antifreeze
    • cooking oil
    • automotive batteries
    • rechargeable batteries
    • propane tanks and canisters

    Remaining Household Hazardous Waste materials are accepted by Benton County. Information on annual collection events is available by contacting Benton County's Solid Waste Division at (509) 736-3084 x5682 or by visiting their webpage at Benton County Solid Waste.

        Commercial Landfill Account 

        For commercial entities who haul their refuse to the Horn Rapids Landfill, Richland offers the option to create a landfill credit account. To apply for a landfill account, simply complete this online Credit Application.
